At Reception in Commemoration of

the 126th Anniversary of the Philippines Independence Day

Ambassador Maria Theresa Dizon-De Vega,

Excellencies, Distinguished Guests,

Ladies and Gentlemen,

Magandang gabi, Good evening.

It is a great pleasure to join you all

in celebrating the 126th Independence Day

of the Republic of the Philippines.

On behalf of the people and the government

of the Republic of Korea,

let me extend my warmest congratulations

to the people and the government of the Philippines.

I would like to express my sincere gratitude to

Ambassador De Vega for your invaluable contributions

to fostering closer ties between our two countries.

This year holds special significance as our two nations commemorate 

the 75th anniversary of diplomatic relations.

75 years ago,

Korea established diplomatic ties with the Philippines,

marking its first forging of ties with an ASEAN country.

During the Korean War,

the Philippines sent 7,420 soldiers,

the largest number of troops from any Asian country.

We Koreans will never forget their sacrifices.

Our bilateral relations, rooted in such solidarity and kinship,

have flourished for over seven decades.

As we celebrate this Diamond Jubilee,

the relationship between Korea and the Philippines

has reached a moment as brilliant as a glistening diamond.

Let me highlight some key achievements in our 75-year journey:

First, the FTA between the two countries was signed last year.

With $13.6 billion in trade last year,

the FTA’s entry into force will significantly

boost trade and investment,

building on the RCEP and Korea-ASEAN FTA.

Recently, Korean companies announced a huge investment plan

in the shipyard in Subic and the international airport in Manila.

As President Marcos Jr. emphasized,

such investment is a testament to the strong and enduring

relationship between our two countries.

The Philippine government is now promoting

various infrastructure projects

under the “Build, Better and More” initiative.

Among others, the Bataan-Cavite Interlink Bridge project

is expected to be a landmark initiative

in enhancing the Philippines’ connectivity.

I look forward to Korean companies

playing a crucial part in the project.

If so, it will be another success story of our collaboration.

Second, the defense industry is a promising new area for collaboration.

At this year's Exercise Balikatan,

BRP Jose Rizal the lead ship of the Philippine Navy

built by a Korean company,

demonstrated its capability as a core naval asset.

Korea is also expanding cooperation into maritime security

and safety with the Philippines

by launching the bilateral maritime dialogue.

We trust that Korea can continue to contribute to

the Philippines' efforts for military modernization,

particularly through submarines, frigates, and fighter jets.

Third, development cooperation is evolving beyond infrastructure,

health, and sanitation, into new areas like digital transformation.

Initiatives aimed at enhancing the capability to respond cyber threats and 

supporting digitalization of public services will continue to expand,

becoming another significant aspect of

Korea’s development cooperation with the Philippines.

For instance, one of the key projects launched last year

involves establishing an advanced integrated system

for investigating and managing crime information.

This initiative will contribute to enhancing crime prevention

and promoting security.

Fourth, our people-to-people exchanges continue to grow.

Last year, over 1.4 million Koreans visited the Philippines,

making them the largest group of foreign visitors.

About 90,000 Koreans and Filipinos residing in each other's countries are

 fostering deeper friendship between our people.

Additionally, the Agreement on Social Security

between the ROK and the Philippines,

effective this April, marks a milestone in our labor cooperation,

enhancing social security benefits for our dispatched workers.

Excellencies, Distinguished Guests,

Building on these achievements,

we look forward to elevating our relations to

a Strategic Partnership, as our two leaders committed to

during the last two summits.

The upgrading of our bilateral and multilateral relations

will create a great synergy at this opportune juncture.

In closing,

I wish to quote a line from a poem by Dr. José Rizal,

a national hero of the Philippines.

From the poem “My Last Farewell”, he said,

"I die just when I see the dawn break,

Through the gloom of night, to herald the day."

That day finally arrived for the Philippines 126 years ago.

Once again, I extend my heartfelt congratulations

on Independence Day.

On this auspicious occasion,

I am delighted to invite you all for a toast

to the enduring bonds of friendship between our two nations.

주한외교단 및 내외귀빈 여러분,

마간당 가비, 안녕하십니까.

오늘 필리핀 독립 126주년 기념 행사에 참석하게 되어 기쁘게 생각합니다.

한국 정부와 국민을 대표하여

필리핀 정부와 국민들께 따뜻한 축하 인사를 전합니다.

이 자리를 빌려 양국관계 발전에 기여하고 계신

데 베가 대사님의 노고에 깊이 감사드립니다.

내외 귀빈 여러분,

올해는 한-필 양국 수교 75주년을 맞는 특별한 해입니다.

75년전 한국은 아세안 국가중 최초로 필리핀과 수교하였습니다.

필리핀은 6.25전쟁에 아시아 국가 중 최대 규모인

7,420명의 장병을 파병했습니다.

우리 대한민국 국민들은 그들의 희생을 결코 잊지 않을 것입니다.

이 같은 연대와 혈맹관계를 토대로

양국관계는 지난 70여년간 지속적으로 발전해 왔습니다.

수교 75주년(다이아몬드 주빌리)을 맞은 올해

양국관계는 찬란한 다이아몬드 같은

빛나는 순간을 맞이하고 있습니다.

저는 지난 75년의 여정에서 중요한 성과를 짚어보고자 합니다.

먼저, 지난해 한-필 FTA가 체결되었습니다.

양국 교역액이 지난해 136억불을 기록한 가운데,

RCEP 및 한-아세안 FTA에 이어 한-필 FTA가 발효되면

양국간 무역과 투자가 획기적으로 증가할 것으로 기대됩니다.

최근 한국 기업들이 수빅 조선소와 마닐라 국제 공항에  

대규모 투자 계획을 발표한 바 있습니다.

마르코스 주니어 대통령께서 강조한 대로

한국 기업의 투자는 굳건하고 영속적인 양국 관계의 증거입니다.

필리핀 정부는 현재 “Build, Better and More” 이니셔티브하에서

다양한 인프라 건설 프로젝트를 추진하고 있습니다.

여러 사업 중 ‘바탄-까비테 해상 교량 건설 프로젝트’는

필리핀내 연계성 증진을 위한 랜드마크 사업이 될 것입니다.

이 프로젝트에 한국 기업들이 참여하여 핵심적인 역할을 하길 기대합니다.

한국 기업들이 참여하게 된다면

양국 협력에 있어 또 하나의 성공 사례가 될 것입니다.

두번째는 방위 산업이 새로운 유망 협력 분야가 되었다는 것입니다.

올해 발리카탄 훈련에서

한국 기업이 건조한 BRP 호세 리잘함이 필리핀 해군의 주력함으로서

핵심 전력임을 입증하였습니다.

양국은 해양대화를 출범시켰고,

해양 안보 및 안전 분야에 이르기까지 협력을 확대하고 있습니다.

한국이 잠수함, 호위함 및 전투기 등을 통해

필리핀 군현대화 노력에 지속적으로 기여해 나가기를 기대합니다.

세번째로 개발협력이 기존 인프라, 보건, 위생 분야를 넘어

디지털 전환과 같은 새로운 분야로 진화하고 있습니다.

사이버 위협 대응 역량을 강화하고 공공 서비스의 디지털화를

지원하는 프로젝트들은 앞으로도 계속 확대될 것이며,

한-필리핀 개발협력에 있어 또 다른 상징적인 분야가 될 것입니다.    

일례로 지난해 주요 프로젝트 중 하나로

범죄 수사 정보 통합 관리 시스템 구축 사업이 시작되었습니다.

이 사업은 범죄 예방과 치안 강화에 기여할 것입니다.

네번째로 인적 교류가 지속 확대되고 있습니다.

지난해 140만명 이상의 한국인들이 필리핀을 방문하였는데,

이는 필리핀을 찾은 외국인 국적 기준 최다 인원입니다.

약 9만명의 한국인과 필리핀인들이 상대방 국가에 거주하며

양국민간 우정을 더욱 돈독히 하는데 기여하고 있습니다.

또한 올해 4월 발효된 한-필 사회보장협정은

양국간 노동 협력에 있어 기념비적 성과입니다.

이로써 양국에 파견된 근로자들은

보다 많은 사회보장 혜택을 누릴 수 있게 됐습니다.

내외 귀빈 여러분,

이러한 성과에 힘입어 지난 두 차례 정상회담에서

양국 정상들께서는 전략적 동반자 관계 수립에 합의하신 바 있습니다.

현시점에서의 시의적절한 양자 및 다자 차원의 관계 격상은

크나큰 시너지 효과를 가져올 것입니다.

끝으로

필리핀의 민족 영웅 호세 리잘 박사의 시 한 구절을 인용하고자 합니다.

“내 마지막 작별”이라는 시에서 그는

“밤의 어둠을 뚫고 그 날의 시작을 알리는

새벽 동이 트는 것을 보고서야 눈을 감겠다.”고 했습니다.   

126년전 마침내 필리핀의 그 날은 오고야 말았습니다.

다시 한 번 필리핀 독립 기념일을 진심으로 축하합니다.

오늘 이처럼 경사스러운 날,

기쁜 마음으로 양국의 영원한 우정을 위한

건배를 제의합니다.
